The no power zone provides a unique opportunity for those Independents who are willing to risk mortality within its bounds. It provides a shelter, a place to hide from Camarilla and Sabbat alike and stand apart from their endless war.
The independents of New Haven have traditionally gotten on well with the Camarilla. The insular Sabbat, however, refuse to accept them, and trespassing in Sabbat territory on the south side of New Haven is dangerous, even for those who don't take part in the conflict between sects. Still, with relative freedom to move about northside, and a safe place to escape to during the daytime, New Haven has many advantages for those who do not rely on the protection of Prince or Bishop.
Would-be Anarchs sometimes mingle with the independent population of New Haven, and they are tolerated, as long as they don't cause too much trouble. The last thing that the independents want to do is draw the eye of the Camarilla to them, and lose the peace and freedom that they so treasure.
