While the No Power Zone has drawn many supernaturals to New Haven, to the Garou, it has been a deterrent. While within, they are cut off not only from their ability to shift and heal, but also from their connection to Gaia and the spirit realm -- something that, to most, is very disturbing.
The first to venture into New Haven were the Bone Gnawers, the only tribe who saw advantage in a place where no supernatural creature could use its powers to harm them and theirs. After the Bone Gnawers came the Children of Gaia, who saw the No Power Zone as a possible neutral meeting ground for making peace without worry of tempers fraying to the point of frenzy. A handful of others followed, warriors to battle the growing presence of the Wyrm, but the Gaian presence in New Haven has never been very large.
Still, with so few to compete with, there are plenty of opportunities for a young Garou to stand out from the pack and prove his or her strength.
