In order to gain approval for a supernatural character, we require a background telling about the character's childhood, first change/embrace (or first use of psychic ability, gaining of faith, etc.) and what brought the character to New Haven. If the character is a native, an explanation of why they've been a bit player up until now is needed.
In addition, any 1s in Attributes or 4s anywhere on your character sheet need to be explained or touched on in some way, as do any merits and flaws that you take and any scores above 6 on anything that scales from 1 to 10. 5s will require intense justification; the entire character concept will revolve around this stat. You must explain how your character became so skilled/talented, and you must detail the way that their incredible ability has influenced their life.
