NOTE: The time taken to raise Willpower and Backgrounds is handled on a case by case basis. Some lengths must usually be taken to gain Willpower, and the lengths required may even take a character out of play for a time depending on what is actually being done to increase the stat. Backgrounds are going to usually arise out of RP.
