Tempest does cost a bit of money to run ... it's hosted out of a datacenter, so while the costs are fixed, they're still there. Additionally, the website and the domain name are separate expenses (the web site not being on the same server as the game is good, as it means that if the game is down, the website probably isn't.)
So, if you are feeling generous, and enjoy playing on Tempest, any donation at all would be greatly appreciated.
